Dear HDESD team,
As we face the incoming administration’s plans to potentially deport up to 11 million immigrants, it is more urgent than ever to stand with the families and students we serve. Many of them may already be living in fear, grappling with the anxiety and uncertainty of what lies ahead. We deeply understand the pain and distress that such policies can bring to our communities, and we are committed to being a steadfast source of strength and support.
While there is no current information about specific or immediate threats, we cannot afford to be complacent. It is our moral and professional duty to create a safe haven for every student—a place where inclusion, dignity, and non-discrimination are not just words, but guiding principles and actions. Together, let us remain vigilant, compassionate, and unwavering in our commitment to ensure every child feels protected, valued, and empowered.

In addition, Oregon law (ORS 659.850) mandates that educational institutions maintain policies and practices free from discrimination based on national origin. This commitment requires that we:
Ensure Non-Discriminatory Practices: All students have the right to equal access to education, regardless of actual or perceived immigration status. This includes equitable treatment in admissions, program access, and disciplinary measures. Please continue to apply all policies and procedures without bias and to support a respectful and welcoming environment for every student.
Protect Confidentiality of Student Information: It is crucial to uphold the privacy of all students, especially regarding immigration status. Unauthorized disclosure of student records could increase vulnerability for families facing immigration concerns. Be mindful to protect this information, as we are obligated to prevent any inadvertent or unauthorized sharing of personal student details.
Foster a Supportive Environment: Creating a positive, safe environment is critical to the well-being of students. Families may look to us for support, and we encourage teachers and staff to be proactive in directing students to counseling resources and providing information on their legal rights, when appropriate. Your compassion and empathy play a vital role in helping students feel secure and supported.
Engage in Staff Training: To further strengthen our ability to support students, [School/District] will offer additional training on cultural competency and the rights of immigrant students. These sessions will provide practical tools for recognizing the challenges some students face and advocating effectively within the school setting.
Upholding ORS 659.850 and the guidance from the Oregon Department of Education, is one way we can ensure a safe, supportive, and lawful environment for all students, regardless of their immigration status.
